Hawaii opened their first medical dispensary in 2017, nearly two years after the program was initially launched. Since then, Hawaii’s program has grown month-over-month and as of June 30, over 30,800 patients have registered in the program. BDS Analytics and Arcview Market Research reported that Hawaii generated $15 million in medical sales during 2018, with that figure expected to reach $94 million by 2024.

An adult use cannabis legalization bill was introduced in February 2021. However, by March 2020, the bill died in the House of Representatives. Adult-use cannabis possession by adults 21 years of age and older is decriminalized for small amounts.

"All applicants, members, and others required to be fingerprinted pursuant to Section 329D, Hawaii Revised Statutes, and Chapter 11-850 of the Hawaii Administrative Rules shall complete the attached consent and complete the background."
